Introduction
 
 

In order to further deepen the international cooperation of scientific and technological innovation and talent cultivation in the field of agricultural engineering, strengthen the complementary advantages, experience mutual learning and resource sharing of universities at home and abroad, Jiangsu University and 32 universities from 17 countries and regions, such as the United States, Canada, the United Kingdom, France, Japan and Russia, jointly launched the International University Consortium for Agricultural Engineering (IUCAE) .

IUCAE is a non-governmental and non-profit organization established upon the voluntariness of international agricultural engineering universities. It is an open and sustainable international coalition.

The Consortium is a platform of international exchange and cooperation for universities in the field of Agricultural Engineering with the aim to strengthen the academic exchange and cooperation of Member Universities, enhance the academic competitiveness and international influence of Member Universities in the field of Agricultural Engineering and to participate in cutting-edge research and development of agricultural engineering.

The Consortium is to explore, identify and promote collaborations among Member Universities centering the frontier of international agricultural engineering, common and key technologies of the industrial development and cultivation of talented personnel, including but not limited to:

1. Scientific Research, including conducting bilateral or multilateral joint breakthrough, hosting academic forums regularly, applying in joint efforts for fundings from home countries of member universities and organizing cooperative scientific research teams ;

2. Platform Construction, including establishing joint labs, research centers and platforms for industry-academy-research cooperation, and building a think tank for agricultural engineering;

3. Translation of Research Findings, including releasing reports on the research findings and the translation of the results of member universities;

4. Talent Cultivation, including conducting bilateral or multilateral joint education programs or schools, introducing quality on-line courses, inviting teachers for short-term teaching arrangement, organizing international intelligent equipment competition, and exploring new talent cultivation mode in the field of agricultural engineering.

Chapter I General Principles
Article1 International University Consortium for Agricultural Engineering (IUCAE) is a non-governmental and non-profit organization established upon the voluntariness of international agricultural engineering universities. It is an open and sustainable international coalition.
Article2 The Consortium is a platform of international exchange and cooperation for universities in the field of Agricultural Engineering with the aim to strengthen the academic exchange and cooperation of Member Universities, enhance the academic competitiveness and international influence of Member Universities in the field of Agricultural Engineering and to participate in cutting-edge research and development of agricultural engineering.

Chapter III Membership
Article 4 The Consortium shall begin with a core group of Founding Members. Universities in the field of Agricultural Engineering are encouraged to join the Consortium for academic collaboration and exchanges.
Article 5 Candidates for membership of the Consortium shall be:
Willing to contribute to the Consortium and work for the goals of the Consortium;
Recognized for its good reputation in the field of Agricultural Engineering, acknowledged by authorities or non-governmental educational institutions in their countries and regions;
Recognized for its contribution to the social and economic development of the mankind.
Article 6 Candidates shall apply to join the Consortium by recommendations of the existing Members or by direct applications to the Secretariat.
Article 7 The Secretariat shall submit all the applications to the Council for discussion, where a University becomes a full Member by more than two-thirds majority vote at the Council Meeting in favor.
Article 8 Members shall be entitled and obliged to hold or participate in at least one of the activities within two years, including Annual General Meeting, Council Meeting and other activities such as teaching, scientific research or cultural exchange events within the framework of the Consortium.
Article 9 Members who fail to fulfill the aforementioned obligations will be presented by the Secretariat to the Council to assess their eligibility.
Article 10 In the event of withdrawal from the Consortium, a Member shall make a written notice six months in advance. The withdrawal will become effective upon the positive confirmation of the Council Meeting after discussion.
Chapter IV Organization
Article 11 Membership Assembly
11.1 The Membership Assembly is the supreme authority of the Consortium. It shall summarize the work achievement and develop the work plan of the Consortium. The quorum shall be a simple majority.
11.2 Each Member has only one vote represented at the Membership Assembly by a designated person.
Article 12 Council
12.1 The Council shall be the executive body of Membership Assembly. When the Membership Assembly is not in session, the Council shall take the lead in ensuring the smooth operation of the Consortium and be responsible for the Consortium.
12.2 The Council shall consist of one Chair University, and several Vice Chair Universities and Council Member Universities, and the term of office shall be four years. The Chair University, Vice Chair Universities and Council Member Universities are elected at the Council Meeting by a simple majority vote. The representatives of the Chair University, the Vice Chair Universities and the Council Member Universities shall serve as the Chair, Vice Chairs and Council Members.
12.3 The Secretariat of the Council is located in the Chair University. The Secretary-General of the Council shall be nominated by the Chair and approved through a simple majority vote at the Council Meeting.
12.4 The Council shall convene the meeting at least once a year. Teleconference, video Conference and so on may be applied in special circumstances. Special meetings of the Council can be convened at the request of the Chair or at the written request of more than three Executive Council Members.
Chapter V Funds Management
Article 13 Costs for day-to-day operation in the Secretariat, the Council Meeting and other activities shall be covered by the Consortium, while the Secretariat shall actively seek financial support from both government and non-government channels.
Article 14 Proposed annual budgets of the Consortium shall be prepared by the Secretariat and submitted in advance for approval by the Council.
Chapter VI Amendment of the Constitution
Article 15 Proposals for the amendment of this Constitution shall be submitted by Member Universities in written to the Secretariat three months before the date of the Membership Assembly for review, which will be distributed by the Secretariat two months in prior to the Annual General Meeting.
Article 16 Proposals shall come into immediate effect if more than two-thirds majority of Members voting in favor at the Membership Assembly.
Chapter VII Dissolution
Article 17 The Consortium shall be dissolved on a written ballot by more than two-thirds majority of Members.
Article 18 A three-month extension is required for the Council and Secretariat to deal with the remaining financial, material, personnel and other issues properly under relevant provisions. During this period, wages and welfares of the staff in the Secretariat should be guaranteed.
